Deco-Paint and Solvent Emission Regulations
The purpose of the regulations is to control the emissions of Volatile Organic Compounds (V.O.C.s) to air. An organic chemical that has a tendency to evaporate under ambient conditions and due to this volatility, is emitted directly or indirectly to air
V.O.C.s pose a risk to health and the environment.
Dry Cleaners and Vehicle re-finishing (e.g. paint spraying) businesses must hold certificates of compliance/approval in-order to carry out operations that use V.O.C.s on their premises.
Industrial activities that use over certain quantities of V.O.C.s must hold certificates of compliance issued by the Local Authority or an l.P.P.C. licence issued by the Environmental Protection Agency.
Each application for a certificate or renewal must be accompanied with a report from an Accredited Inspection Contractor (A.I.C.), a completed application form and €50 fee. The A.I.C. inspects the operations and records of the dry cleaning or vehicle refinishing business to determine whether it complies with the relevant regulations and codes of best practice. If a major non-compliance is identified then the application will be refused.
What can you do?
Public
Use dry cleaning businesses, which use premises for cleaning that hold certificates of compliance. Please see register of businesses (installations) that hold current certificate of compliance.
Use vehicle re-finishing businesses, which use premises/vehicles that hold certificates of approval when having your vehicle’s paintwork refinished.

Contact an Accredited Inspection Contractor to arrange a date for an inspection of your business/installation as soon as possible and inform the Local Authority of the agreed date. Please find application form, guidance notes, and contact details for A.I.C..
