The Household Charge is an annual charge introduced by the Local Government (Household Charge) Act 2011 which is payable by owners of residential property. The current charge is set at €100 per residential property. Liability for the charge arises by virtue of ownership of residential property on the liability date and is on a point in time basis i.e. the 1st January in each calendar year, known as the "liability date".
It is a matter for owners of residential properties to register and pay the Household Charge on or after the 1st of January 2012 i.e. the legislation places the onus on the owner of a residential property to assess his or her liability to the charge.
The charge is payable by 31st of March 2012, or where a person opts to pay by instalments the Direct Debit Mandate must be set up by 1st of March 2012.
Section 4 of the Local Government (Household Charge) Act 2011 provides for certain exemptions and waviers from the household charge while Section 7 provides for the charging of late payments fees and interest on charges no paid within the 3 month payment period.
