Draft Wicklow Town, Environs and Rathnew Plan 2013 - 2019
This Development Plan shall include lands outside of the jurisdiction of Wicklow Town Council, that is, the area defined by the existing Wicklow Environs and Rathnew Local Area Plan 2008-2014 including the existing Action Area Six Local Area Plan 2006 – 2012
Stage 1 Intention to review Wicklow Town, Environs and Rathnew Development Plan
The review has commenced of the development plans for the Wicklow Town and Environs and Rathnew area, which will end in the adoption of a new development plan in 2013, which will be in place for 6 years. A development plan sets the framework for the future development of an area and is therefore an important document that will effect the location of future land uses, the preservation of existing built and natural assets as well as the design of new developments within the plan area.
At the moment, there are three separate plans in place for the future development of the settlements of Wicklow and Rathnew and their environs, this is not ideal as the plans may not be fully consistent with each other and may be difficult to read and understand together. Therefore it has been decide to produce one plan for the whole area that will help ensure a steady and overall development of Wicklow and its environs.
The draft working Vision of this plan is for Wicklow Town, Environs and Rathnew to be a prosperous and growing community in the garden County of Wicklow, offering a unique and high quality of life by providing for a sustainable and local work/life balance; within a quality environment for all who live, work and visit the area.
The first stage of this process has commenced with the public invited to make
written submissions to inform the Planning Authority of what vision they would have for the area and to inform us of how they would like to see Wicklow Town, Environs
and Rathnew to develop into the future. 34 valid submissions have been received. The first stage manager’s report has been prepared on these submission; summarising the submission, giving a manager’s opinion on the issues and where relevant making a manager’s recommendation on the strategies, policies and objectives to be included in the draft development plan.
The manager’s report on the first stage of the plan making process was issued to the members in October 2011 for their consideration. The motion, “To agree the manager’s recommendations of the Manager’s Report on the first stage of the Wicklow Town, Environs and Rathnew Development Plan 2013 – 2019, as amended, and to direct the manager to prepare the draft Wicklow Town, Environs and Rathnew Development Plan 2013 –2019” was agreed at the January Council meetings in the Town Council on the 4th January 2012 and the County Council on the 9th January 2012.

Amendment to the first stage Manager's Report
Stage 1 of Strategic Environmental Assessment (SEA): Scoping
A Strategic Environmental Assessment (SEA) is required to be carried out before the ‘Wicklow Town, Environs and Rathnew Development Plan 2013-2019’ is adopted. In accordance with the SEA Regulations 2004 (as amended), the statutory consultees for the SEA process were notified of the preparation of the forthcoming Draft Development Plan and were invited, over a 4 week period in July 2011, to make a submission or observation in relation to the scope and level of detail of the information to be included in the SEA Environmental Report that will form part of the Draft Development Plan. A Scoping Report was submitted to these consultees, outlining the scope and level of detail proposed for the SEA Environmental Report. This Scoping Report is now available for public viewing.
