Procurement - May 2005

Since the making of the Variation to the County Development Plan to include the Greystones Harbour and North Beach Action Plan in November 2003, considerable progress has been made in developing the project in the context of a Public Private Partnership (PPP) agreement.

Notice inviting submissions of requests to participate in the PPP project were placed in the national press and the Official Journal of the European Communities (OJEC) on 28th/29th May 2004. Eight responses were received on 19th July and the Client Representative team shortlisted these to four bidders who were issued with Invitation to Negotiate documentation in November 2004.

Three bids were submitted on the closing date of 14th March 2005 and these will undergo an evaluation and marking process to include assessment of proposed asset provision, management and operation and financial and commercial proposals. The majority of the marks (60%) awarded by the evaluation team will relate to asset provision i.e. impact, build quality and functionality.

The announcement that Sispar, a consortium of John Sisk & Son Ltd., and Park Developments Group, have been appointed preferred bidder for the project was made on 9th May 2005.
