Part 10 - Greystones Harbour

Part X Planning and Development Acts 2000 – 2010
Part 10 Planning and Development Acts 2001 – 2011

Proposed alterations to previously approved plans of an integrated harbour/marina mixed development linked to a linear coastal public park providing leisure recreational, open space and marine facilities and mixed form residential, commercial, civic and social amenities centred around the harbour at Rathdown Lower/Greystones Harbour and North Beach, Greystones, Co Wicklow.

In accordance with the above Regulations, Wicklow County Council proposes to seek the approval of An Bord Pleanála to carry out the following works as alterations to previously approved plans. (An Environmental Impact Statement has been prepared in respect of the proposed development): -

Revisions to Blocks D, E, F, G, H, I, J, (i.e. residential apartment/commercial buildings situated along the proposed Promenade/Boardwalk at the Marina) and the omission of Block L together with all necessary site infrastructure.

These revisions include the following: -

  • An increase in the number of residential units within these blocks from 202 to 234 units
  • The introduction of a Primary Care Centre Health Facility into Block D of 3449 sq m
  • The reduction of the commercial space within these blocks from 4250 sq m to 1206 sq m
  • Consequent changes to the elevational treatments to all Blocks.
  • The omission of the basement car park under Blocks E, F, G and the basement under Blocks H, I, J, generally replaced by undercroft and surface parking
  • Alterations to the surface parking and landscape treatment in the immediate vicinity of all Blocks
  • Integrated substation and switchroom structures (2 no.)

Revisions to Housing Terraces 01-14 (inclusive), i.e. traditional housing terraces situated along the proposed access spine road.

The revisions include the following

  • An increase in the number of residential units within these terraces from 139 to 141 houses and the introduction of semi detached and detached house types in place of a number of terraced blocks.
  • The extension northward of Terrace 12 to form western edge to southern area of Public Park
  • Consequent changes to the elevational treatments to amended terraces and house types.
  • Alterations to the surface parking and landscape treatment in the immediate vicinity of terraces
  • Inclusion of communal external bin stores to each Terrace.

Revisions to landscape treatment and public parking to southern area of Public Park in the immediate vicinity of the extended Terrace 12 and to the Civic Space.

The total number of residential units proposed within overall development is now 375 units compared to 341 previously approved by the Board. Unit sizes have been increased in many instances.

Total quantum of commercial and health centre space proposed within the overall development is now 6245 sq m compared to 5,627 sq m commercial space previously approved by the Board. The clubhouses and the Coastguard building remain as previously approved.

The Primary Care Centre was previously approved by Wicklow County Council pursuant to Part XI of the Planning and Development Acts 2000-2010.

Heights range from 2 to 4storeys as previously approved.

An increase in parking spaces from 953 to 1002 for vehicles is provided of which 316 are public spaces.

Plans and particulars of the proposed revised scheme may be downloaded from here or alternatively will be available for inspection free of charge or purchase at a cost not exceeding the reasonable cost of making a copy during normal office hours excluding Bank Holidays for the period from 5th October 2011 to 17th November 2011 at the following locations: -

  • (a) Wicklow County Council, County Buildings, Wicklow, County Wicklow
  • (b) Greystones Library, Church Road, Greystones County Wicklow.
  • (c) Wicklow County Council Offices, Mill Road, Greystones

Submissions or observations relating to the implications of the proposed development for proper planning and sustainable development of the area in which the proposed development would be situate and/or to the likely effects on the environment of the proposed development may be made in writing accompanied by a fee of 50 euro to An Bord Pleanála at 64 Marlborough Street, Dublin 1 on or before 5.30 pm on 17th November 2011.

The Board may give approval to the application for development with or without conditions or may refuse the application for development.

A person may question the validity of a decision of the Board by way of judicial review under Order 84 of the rules of the Superior Courts (S.I. No. 15 of 1986). Practical information on the review mechanism can be found on the Citizen Information Board Website at www.citizensinformation.ie
