The purpose of pre-planning is to afford the opportunity to an applicant for planning permission, to seek advise from the planning authority on the proposed development. This advice would include, indicating the relevant objectives and policies of the development plan that may have a bearing on the decision of the application.
Observations and Submissions
Commenting on a Planning Application

It is important to remember that all planning files are public files and are therefore available for viewing by any member of the public, either at the planning public counter or electronically on the Council’s website.
Making an Appeal
The planning system includes a comprehensive appeals process. Under this, all planning decisions made by planning authorities may be subject to independent review by An Board Pleanala (the Board).
Full details of the appeal process are available on the An Bord Pleanala website.
Exempted Development
All development requires planning permission unless it is an exempted development. All exempted developments are listed in the Planning and Development Regulations 2001.Most of the exemptions contain certain conditions and limitations. If the terms of conditions and limitations cannot be complied with, the development cannot be considered an exempted development. There are also further restrictions on development listed under Article 9 of the Regulations.
