Wicklow County Council Publishes its First Annual Implementation Report on the Climate Action Plan 2024–2029

Wicklow County Council has published its Implementation Report for the Climate Action Plan 2024–2029, marking the first official progress update on the delivery of the Council's ambitious climate strategy.

The report provides a comprehensive account of the progress made between January and December 2024, and is aligned with the annual milestone following the adoption of the Climate Action Plan by the elected members in 2024. This first-year report accurately details advancements across all 112 actions outlined in the plan, as well as 23 specific actions within the Arklow Decarbonisation Zone (DZ).

The Climate Action Plan is aligned with the Government's National Climate Objectives, which aim for a climate-resilient, biodiversity-rich, environmentally sustainable and climate-neutral economy by 2050.

The report is organised into six key chapters:

  2. Leadership and Governance
  3. Delivering on Climate Action
  4. CARO Reporting
  5. Arklow Decarbonisation Zone Actions
  6. Climate Action Plan Action Update for 2024

An Cathaoirleach of Wicklow County Council Cllr. Melanie Corrigan, welcomed the publication, stating, “The release of this first implementation report demonstrates our commitment to transparency and local leadership in climate action. It is encouraging to see the wide range of actions already underway across Wicklow. This report reflects not only our ambition but also our accountability as we work together to create a more resilient and sustainable county.”

Chief Executive of Wicklow County Council Emer O’Gorman, emphasised the importance of cross-departmental collaboration and national alignment: “This report illustrates how Wicklow County Council is delivering meaningful climate action on the ground, in line with national targets and obligations. The progress made in 2024 reflects strong collaboration across departments, as well as with our regional partners and communities. We remain focused on embedding climate action into every facet of local governance and service delivery.”

Theresa O’Brien, Director of Service for Climate, Environment, Recreation & Amenity, highlighted the necessity of strategic follow-through: “The Climate Action Plan is not just a document; it’s a working roadmap for action. This report shows how we’re turning plans into progress. From governance to localised initiatives like the Arklow Decarbonisation Zone, we are embedding sustainability at every level of Council activity. This transparent reporting ensures we remain accountable and continue to improve year after year.”
