Introduction to Procurement

Details of the procurement process in Wicklow County Council, along with useful contacts.

What is “procurement”?

Public procurement is the acquisition, whether under formal contract or not, of works, supplies and services by public bodies. It ranges from the purchase of routine supplies or services to formal tendering and contracts for large infrastructural projects by a wide and diverse range of contracting authorities. Wicklow County Council purchases a vast amount across these categories. The Council’s procurement revenue spend in 2016 was approximately €32 million.

Corporate mission statement

Wicklow County Council's Procurement Function aims to be a value-added function to the organisation strategically aligned to the business needs of Wicklow County Council.

The main objectives of the Procurement Function are to:

  • Ensure the Council complies with all European and national legislation, departmental circulars and local policies and procedures
  • Support service delivery by the Council and to fulfil the strategic objectives in the Council’s corporate plan
  • Achieve great value for money for the Council
  • Facilitate economic, social and environment objectives through procurement

To perform a search, follow these steps:

1.       Select published awards from dropdown menu box

2.       Search in – leave blank unless you want to enter a key word

3.       Date filter – specific dates can be entered if you wish

4.       Tick box to see expired tenders

5.       Click the + box and pick Wicklow County Council from the dropdown menu

6.       Press the search button

Quotations

Sometimes the Council procures goods, services, or works by seeking direct invited quotations. These will be contracts for supplies, services or works that are not included in alternative frameworks/contracts and that are below the national advertising threshold. In these cases, the Council will seek direct quotations from suppliers.
