Official Launch of Aughrim Library Development Project

Earlier this week, Wicklow County Council officially launched the Aughrim Library Development Project at the site of the new library in Aughrim, County Wicklow.

The project will provide a new public library in Aughrim Town Centre and includes the design, site provision, construction, delivery and maintenance of the new facility. The contract was awarded to P.K. Macann Construction Ltd following an open procurement process through eTenders.

The development is being funded through development levies under Section 48(17) of the Planning & Development Act for public infrastructure and facilities under Class 3 Community & Recreational Amenity, as set out in Wicklow County Council’s Development Contribution Scheme.

The new library project is aligned with the objectives of the Council’s Library Development Plan and the Wicklow County Council Climate Action Plan 2024–2029. The building will incorporate a range of sustainable measures including solar PV panels, a heat pump system, and nature-based Sustainable Urban Drainage measures in the form of rain gardens and permeable paving. These features will help support climate resilience, energy efficiency and sustainable development in the town centre.

Libraries continue to play an important role in supporting community life, learning, inclusion and access to public services, and this investment will strengthen the social, cultural and recreational infrastructure of Aughrim and its surrounding area.

Speaking at the launch, Miriam Murphy, Cathaoirleach of Arklow Municipal District, said, “The Aughrim Library Development Project is a very welcome investment in the future of Aughrim and the wider area. Libraries are much more than places to borrow books; they are important community spaces that support learning, creativity, inclusion and connection. This project will provide a valuable facility for local people and will make a positive contribution to the town for years to come.”

Chief Executive of Wicklow County Council, Emer O’Gorman, said, “This project reflects Wicklow County Council’s continued commitment to investing in high-quality public infrastructure that supports sustainable and connected communities. The new library in Aughrim will strengthen access to library services, respond to local needs, and deliver long-term public value through investment in community, cultural and educational infrastructure.”

Theresa O’Brien, Director of Services, Wicklow County Council, commented, “The launch of this project marks an important milestone in the delivery of a new public facility for Aughrim. It reflects strong collaboration across the Council, together with the contribution of the design team, project stakeholders and delivery partners. We look forward to seeing the project progress and to the benefits it will bring to the area.”

Margaret Birchall, County Librarian, said, “Libraries are trusted and welcoming public spaces that support people of all ages and backgrounds. The Aughrim Library Development Project will help us expand and enhance the services we can provide locally, creating a modern library space that supports reading, learning, digital access, creativity and community engagement.”

The project will now progress to detailed design and the preparation and submission of a planning application, marking the next important stage in the delivery of the new Aughrim Library.
