In accordance with the provisions of PART XI, of the Planning & Development Act 2000 (as amended) and Part 8 of the Planning and Development Regulations 2001 (as amended),
Wicklow County Council hereby gives notice that it intends to construct the N11 Kilpedder ‘Rat-Run’ Road Safety Improvement Scheme, at Kilpedder, Co. Wicklow.
The road safety improvement scheme is located along the N11 northbound carriageway between Junction 11 Kilpedder and Junction 10 Delgany.
The scheme aims to enhance both pedestrian and cyclist safety in Kilpedder and road safety for N11 road users by closing potential “Rat Run” opportunities and reducing non-local traffic on Kilpedder local roads. The proposed scheme will rationalise the number of access / junctions on the N11 to reduce the risk of rear shunt (or other) collisions arising from merging and diverging traffic.
The scheme will enhance cyclist safety by providing a northbound cycle route through Kilpedder enabling northbound cyclists to bypass the N11 from south of junction 11 (Kilpedder) to north of junction 10 (Delgany).
In accordance with Article 6(3) of the EU Habitats Directive (Directive 92/43/EEC) and Article 250(1) of the Planning and Development Regulations 2001 (as amended), the development has been the subject of an Appropriate Assessment Screening. The Screening determined that an Appropriate Assessment was not required as the Proposed Development would not be likely to have a significant effect on a European site.
In accordance with article 81 of the Planning and Development Regulations 2001 (as amended), Wicklow County Council has concluded from a preliminary examination pursuant to the provisions of article 120(1)(b)(i) of the Planning and Development Regulations 2001 (as amended) that there is no real likelihood of significant effects on the environment arising from the proposed development and that an Environmental Impact Assessment Report is not required.
Where any person considers that the proposed development would be likely to have significant effects on the environment, they may, at any time before the expiration of 4 weeks beginning on the date of publication of this notice, apply in accordance with the provisions of article 120 of the Planning and Development Regulations 2001 (as amended), to An Bord Pleanála for a screening determination as to whether the development would be likely to have such effects.
Plans and particulars of the proposed development will be available for inspection or purchase, at a fee not exceeding the reasonable cost of making a copy, during office hours Monday to Friday, excluding Bank Holidays, between 29th April 2026 and 28th May 2026 at the offices of Wicklow County Council, County Buildings, Whitegate, Station Road, Wicklow, Co. Wicklow, A67 FW96.

Wicklow County Council will hold a Public Information Event in the Glenview Hotel on Thursday 14th May 2026 from 4:00pm to 8:00pm. Maps of the proposed scheme will be on display and members of the Project Team will be in attendance to answer any questions.
