Section 38 Road Traffic Act - Pedestrian and Cyclist Road Safety Improvements Charlesland Dual Carriageway

Part of the Wicklow Pathfinder Project

The Pathfinder Programme is a programme of exemplar projects that demonstrate the benefits that come from sustainable and active travel projects through improved safety, accessibility, air quality and health. 35 projects were chosen across the country.

Projects chosen for the programme will provide high quality, innovative transport solutions for improving public transport, walking and cycling and will be delivered by 2025.

The aim is to provide alternative modes of transport to encourage a modal shift from private car to more sustainable modes, such as walking and cycling. The Pathfinder Project is a key part of the implementation of the National Sustainable Mobility Plan, which plans to achieve a 50% reduction in greenhouse gas emissions for the transport sector by 2030.

Wicklow County Council received approval from the Department of Transport to proceed with the ‘Wicklow Active Travel Links’ Pathfinder, to be funded by National Transport Authority.  The ‘Wicklow Active Travel Links’ Pathfinder project aims to provide high quality, safe, legible pedestrian and cycle links to Train Stations in Greystones and Wicklow Town.

Wicklow County Council in conjunction with National Transport Authority, is proposing to carry out pedestrian and cyclist safety improvement works along the R744 Charlesland Dual Carriageway as part of the ‘Wicklow Active Travel Links’ Pathfinder project.

The works consist of the provision of safety improvements to the pedestrian and cyclist crossing facilities at the following roundabouts on the R744 Charlesland Dual Carriageway:

  1. Mill Road Roundabout
  2. Kilfernoc Roundabout
  3. The Glen Roundabout
  4. Ballynerrin Roundabout
  5. Knockroe Roundabout

The proposed works consist of the provision of new and upgraded toucan crossings, new and upgraded uncontrolled crossings, road markings, new signage and minor carriageway realignment.

Drawings are available for inspection below and on display in the reception floor of Wicklow County Council, Station Road, Co. Wicklow and Greystones Municipal District Office, Mill Road, Greystones, Co. Wicklow, during opening hours Monday to Friday excluding Bank Holidays, for a period between Wednesday 6th September 2023 and Wednesday 20th September 2023.  

The Council will consider any submissions or observations made in writing regarding the proposal. Submissions should be lodged in writing to the undersigned clearly marked 'Pedestrian and Cyclist Road Safety Improvements Charlesland Dual Carriageway', by the portal below, or via email.

All submissions must be received on or before 5pm on Wednesday 20th September 2023.
