Croí Cónaithe – Ready to Build Scheme

Under “Housing for All”, Local Authorities can make serviced sites available for sale to eligible purchasers. This is an initiative which intends to support self-build homes in rural areas for the affordable homes market.

Housing For All - Ready To Build Fully Serviced Sites Available For Purchase!

There is provision under “Housing for All” for Local Authorities to make serviced sites available for sale to eligible purchasers. Wicklow County Council are delighted to announce that we have provided serviced sites at

  • Kilcommon, Tinahely, Co. Wicklow

This is an initiative which intends to support self-build homes in rural areas for the affordable homes market. 

The purpose of this scheme is to give options to families and individuals to construct an affordable home in their local area and in doing so enable them to support the local community. We hope to facilitate people to live within a local rural community. The scheme is open to all applicants in Wicklow and beyond, who fulfil the criteria outlined below. 

Who should apply?

Are you:

  • A First Time Buyer (i.e. not have purchased or built a home for yourself) or who qualify under the ‘Fresh Start’ principle.
  • A person with a disability or an older person who is moving from your current home which you are selling or have sold and want to live in a town or village setting?
  • A person who is moving from your current home which you are selling or have sold and want to live in a town or village setting?

If you have answered yes to any or all of these questions then you are eligible to apply for this scheme. Applicants must agree to the clawed back conditions set out in section 5 of the scheme outline. Timelines

The scheme will open for applications from Wednesday the 15th of April, 2026 until Thursday the 15th of May 2026

Details

  • Each site will have access to the public road, with a water and wastewater connection provided by the Council and included in the cost.
  • The selling prices are:
    Site 1 & 2 €50,000 per site / Site 3,4 & 5 €40,000 per site
  • If you are successful in purchasing a site, you will have to pay a 10% deposit within 21 working days of acceptance.
  • Confirmation from a Bank or Financial Institution will be required to show that applicants have the funds and/or loan approval in place to build their own home
  • All applicants must demonstrate that their tax affairs are in order, through the submission of a Tax Clearance Certificate as issued from Revenue.
  • You must apply for planning permission to build your home within three months of the payment of your deposit. If this does not happen the site reverts to the Wicklow County Council. Applicants must notify  (in writing) the administrator of the scheme in Wicklow County Council – Vacant Homes Officer, when they lodge an application.
  • The balance is to be paid once planning permission has been granted and the site becomes your property. This must be paid within the timeframe stated on the contract documents.
  • You must commence construction of your home within 12 months of the date of grant of planning permission. If no construction has commenced, then you must pay the full monetary value of the discount to the Council.
  • Temporary or mobile homes will not, under any circumstances, be permitted during the construction stage on the site.
