Tender Competition to appoint Technical Consultants for Phase 3 & 4

Following the Publication of the Phase 2 Options Selection Report on 10th April 2025, Wicklow County Council are seeking to appoint Technical Consultants to aid in the delivery of the N11/M11 Bus Priority Interim Scheme (BPIS) through Phase 3 and 4 of the TII Project Management Guidelines.

In this regard, on 15th May 2025 tender submissions were invited from participants of the Framework for Technical Consultancy Services.

Following requests and in the interest of maximising the participation of prospective service providers/tenderers, the final date for receipt of tender submissions was extended to 25th July 2025.

The tender assessment board met on 7th August 2025 to complete the tender evaluation.

The tender assessment report was submitted on 8th August 2025 for approval by TII.

TII approval is expected in the coming days, following which letters of intent will be issued to notify the successful and unsuccessful tenderers.

A 14 day stand still period will follow, after which a letter of acceptance will be issued to the successful tenderer. 

The Phase 3 design work is expected to commence thereafter and could take up to two years to complete.

 

Herbert Road/N11 Junction

As part of the documents issued for the above tender competition, Wicklow County Council issued a Brief to Technical Consultants detailing the service requirement for Phase 3 and 4.

The detailed service requirement includes the further examination and assessment of alternatives to Herbert Road access to N11. The options to be considered are: -

  • A one-way link road from Herbert Road southward to Junction 7 (L5019 Ballywaltrim Lane).
  • A one-way link road extending from Dargle Lane (with link road to Junction 6) to Herbert Road and southward to Junction 7 (L5019 Ballywaltrim Lane).
  • A one-way Segregated Service Road (Southbound) connecting Junction 6 to Junction 7.
  • A one-way Segregated Service Road (Southbound) from Herbert Road Junction to Junction 7.

Wicklow County Council has listened to and accepts the clear public sentiment regarding the Herbert Road/N11 access.  

Therefore, as a minimum measure, and in the absence of an acceptable feasible alternative option, Wicklow County Council commit to keep the Herbert Road southbound left-in exit from the N11 open to traffic use.

 

Wicklow County Council will continue to engage with all stakeholders during the upcoming design phase.
