Wicklow County Council Are Seeking Expressions of Interest Under Town & Village Scheme 2026

The 2026 TVRS will support small to medium-sized capital projects. Funded under Project Ireland 2040, the Town and Village Renewal Scheme (TVRS) is a key measure directly supporting the objectives of Our Rural Future and the Town Centre First (TCF) Policy.
Supporting a thriving rural Ireland is integral to our national economic, social, cultural and environmental wellbeing and development. This includes regenerating rural towns and villages and enhancing the vibrancy of rural places with an aim to enable people to live and work in a high-quality environment.
Main Scheme – Grant Funding for Projects will range from €50,000 to €500,000
The 2026 TVRS ‘Main Scheme’ is designed to support the revitalisation and resilience of rural Ireland through an ongoing focus on town centre regeneration and enhancing economic and social vibrancy, in line with the Town Centre First policy.
This will be achieved through projects which:
• drive town centre regeneration
• support town/village centre plaza development

Project Development Measure Grant Funding for PDM Projects with funding of up to €50,000 available per project
The purpose of the PDM is to assist local authorities to establish a pipeline of significant, well-developed projects which could subsequently be quickly and efficiently progressed to construction stage, subject to the availability of further funding.
A single PDM application should include the development costs e.g. detailed design, preparation for the planning and/or procurement, consideration of climate action elements, appropriate assessments etc. in respect of one single future strategic medium to large scale project.

As in previous years, to apply, community groups must fill out an Expression of Interest form (available to download in the link below) which should be submitted by email to townandvillage@wicklowcoco.ie
Selection of projects is a competitive process.

Cathaoirleach of Wicklow County Council, Cllr. Dr. Caroline Winstanley remarked that “following on from the announcement by Minister Calleary on Wednesday 16 September 2026 of the launch of the 2026 Town and Village Renewal Scheme (TVRS), this is a wonderful opportunity for any community group to apply for funding under this scheme.”
Chief Executive of Wicklow County Council, Emer O’Gorman stated that “Wicklow County Council welcomes the 2026 Town and Village Renewal Scheme and the opportunities it presents to support the continued regeneration and renewal of our rural towns and villages.
I would encourage communities, local organisations and other stakeholders to engage with their local Municipal District and to bring forward projects that can make a meaningful and lasting contribution to the future of their town or village”.
Examples of successful funded Projects TVRS 2023
Wicklow County Council have a proud history of delivering projects across the county under the Town and Village Scheme in collaboration with community groups. The most recent successes are the newly completed works at Kirikee and Lacken, which each received €250,000 for refurbishment works. The RDA Hall in Rathdrum is at an advanced stage of their refurbishment project.
Wicklow Town Team commissioned the murals and artworks installed around Wicklow Town in 2023 following a successful funding application under the Town and Village Renewal Scheme.
