Part VIII - The Library, Baltinglass

Part 8 - Wicklow County Council, Baltinglass Municipal District propose to redevelop the Library,Heritage Centre and Courthouse at Weaver’s Square, Baltinglass, W91X726

Wicklow County Council Baltinglass Municipal District In accordance with the provisions of PART XI of the Planningand Development Act 2000 (as amended) and Part 8 of the Planning and Development Regulations 2001 (as amended), notice is hereby given that Wicklow County Council, Baltinglass Municipal District propose to redevelop the Library,Heritage Centre and Courthouse at Weaver’s Square, Baltinglass, W91X726, a protected structure. 

Development proposals include the following:

Re-planning the courtroom for use as a public library with galleries for access to adjacent rooms, places to study,book stacks, and access to the children’s library on the entrance floor to the west of the library.  Reroofing the building, including a new pitched slate roof with dormer windows over the existing flat roof of the courthouse, forming a new plate glass lantern on top of the slate roof, admitting daylight to the library and attic  floors. Re-planning the Heritage Centre including entrance hall, new facilities, plant, room for public meeting, small cinema for video projection of the existing exhibition material, café, and conservation works to the ground floor prison cells, all opening on to a memorial garden in the former Bridewell yard. Forming new bay windows to reading rooms on the South façade.  Taking sand cement plaster off the external walls and replacing with lime render, replacing sash windows with new including plate glass to the west façade.  New lift, means of escape, circulation to the new attic floor, a public room and observatory of the town, the  medieval and prehistory monuments, the hills and river valley. Adding a new disabled access lift, a stone and glass structure from the square to the first floor entrance porch of the library.  In accordance with article 81 of the Planning and Development Regulations 2001 (as amended), Wicklow County Council, Baltinglass Municipal District have concluded from a preliminary examination pursuant to the provisions of article 120(1)(b)(i) of the Planning and Development Regulations 2001 (as amended) that there is no real likelihood of significant effects on the environment arising from the proposed development and that an Environmental Impact Assessment is not required. Where any person considers that the proposed development would be likely to have significant effects on the environment, he or she may, at any time before the expiration of 5 weeks beginning on the date of publication of this notice, apply in accordance with the provisions of article 120 of the Planning and Development Regulations 2001 (as amended), to An Bord Pleanála for a screening determination as to whether the development would be likely to have such effects. In accordance with the provisions of article 250 of the Planning and Development Regulations 2001 (as amended), Wicklow County Council, Baltinglass Municipal District have carried out a screening of the proposed development to assess, in view of best scientific knowledge, if the development, individually or in combination with other plans or projects, would be likely to have a significant effect on a European site. Accordingly, Wicklow County Council, Baltinglass Municipal District have determined that the proposed development would not be likely to have a significant effect on a European site.  Plans and particulars of the proposed development, including Wicklow County Council’s, Baltinglass Municipal  District’s conclusions and determinations (including the main reasons and considerations on which the determinations were based) made pursuant to article 120(1)(b)(i) and article 250 of the Planning and Development Regulations 2001 (as amended), may be inspected or purchased at a fee not exceeding the reasonable cost of making a copy, at the offices of Wicklow County Council, County Buildings, Station Road,m Wicklow from 9:30am to 12.30pm and 2pm to 4pm Monday to Friday excluding Bank Holidays and are on display at Baltinglass Municipal District, Civic Offices, Blessington Business Park, County Wicklow, from 9:30am to 12.30pm and 2pm to 4pm Monday to Friday excluding Bank Holidays, and at Baltinglass Library, for a period between Wednesday 15th September 2021 and Wednesday 20th October 2021.  Submissions or Observations with respect to the proposed development dealing with the proper planning and  sustainable development of the area in which the development is situated may be made in writing to Administrative Officer, Planning Section, Wicklow County Council, County Buildings, Station Road, Wicklow, on or before 12 noon 3rd November 2021. Submissions or Observations should be clearly marked BALTINGLASS LIBRARY Part 8.   submissions may also be made by email via the following address:  part8@wicklowcoco.ie.
