Land Suitable for Residential Development
Wicklow County Council undertook a non-statutory 'Call for Site's consultation for suggestions of lands that could be considered for future zoning for housing development. The land owner is responsible for activating the site for delivery of housing. This was not a call for sites for Wicklow County Council to purchase.
The consultation closed on 27 February 2026. Over 200 submissions were received. Wicklow County Council is currently reviewing these submissions. Updates on this review will be posted on this website in due course.

Non-Statutory Consultation
New Ministerial Guidelines on NPF Implementation: Housing Growth Requirements were published on the 29 July 2025 on www.gov.ie with the aim of updating development plans to reflect the requirements of the Revised National Planning Framework (NPF) and achieving a significant acceleration in housing delivery. The Guidelines provide for an increased annual housing growth requirement for Wicklow County Council, and an ‘additional provision’ mechanism to support the zoning of additional lands in areas where it can be justified.
In response to these new Guidelines, Wicklow County Council undertook a non-statutory ‘Call for Sites’ consultation inviting landowners, homebuilders and other interested parties (including members of the public) to make a submission, identifying possible sites that they suggest could be considered for zoning for new housing development and could meet the objectives of the Guidelines in terms of contributing to the acceleration of housing delivery over the next 15 years.
The consultation closed on 27 February 2026. The online consultation portal (link below) has been kept live as it provides details of the Call for Sites criteria and process. However, no new submissions will be accepted.
Submissions could be made in one of the following ways:

2. Submission of a completed ‘Call for Sites Questionnaire’ form to the Administrative Officer, Planning Section, Wicklow County Council, County Buildings, Station Road, Wicklow Town, A67 FW96.
In order to make a valid submission to the consultation, applicants were required to complete Part 1 and Part 2 of the ‘Call for Sites’ submission process.

Copies of the ‘Call for Sites Questionnaire’ form could be obtained from Wicklow County Council Offices (County Buildings, Station Road) in Wicklow Town or downloaded below. Forms were also be posted, if needed
A drop in service was operated at Wicklow County Council, County Buildings, Station Road, Wicklow Town. Six clinics were advertised and operated over the course of January and February 2026. Assitance was also provided to members of the public who came to the planning counter outside of these times.
